Qingdao Harbor Vocational and Technical College(QHVTC) was founded by Ministry of Transport of the People’s Republic of China in 1975. It is now in charge of Shandong Provincial Education Department and sponsored by Shandong Port Group. It is a state-owned public full-time higher vocational college. The college covers an area of more than 1,000 mu, and now enrolls students in 26 provinces and cities across the country, with more than 14,000 students.

Ⅰ.Integration of school and port, combination between work and study, and adherence to the path of running a school with port and shipping characteristics

Shandong Port, the sponsor of QHVTC, bears in mind the earnest request of “speeding up the construction of a world-class sea port”, “managing and planing the ocean, strengthening the marine economy, and building a world-class sea port group”, undertakes the main responsibility of running a school, and takes on the mission of “taking the lead and opening up new horizons”, and builds a “1 +4 +12 + N” integrated and coordinated development pattern with Qingdao Port as the leader, Rizhao Port and Yantai Port as the two wings, Bohai Bay Port as the extension, supported by various board groups and relying on a number of inland ports. Accelerate the construction of “five international Leading” world-class marine ports, successively invest 1.7 billion yuan in the construction of the new campus of QHVTC, and allocate120 million yuan worth of port equipment to support QHVTC in carrying out practical teaching, so as to provide a high-capacity platform and an important guarantee for the cultivation of talents in the field of port and shipping.

QHVTC actively integrates into the national the “Belt and Road Initiative, the strategy of strengthening the country by transportation and sea. It focuses on “serving the national port and shipping industry, integrating into the regional economy” and“coexistence between school and port, and deeply integrating industry and education”. It centered on improving the quality of talent training by “setting the school in the port area and moving the classroom to the dock”.This approach realized “Work-oriented learning, reality-oriented training, and professionalization of students”, constantly deepen industry-education integration and school-enterprise cooperation, and innovated the "dual-subject, integration and standardization" mode of running enterprise schools. Now it is one of national key vocational colleges of China, a transportation vocational education demonstration college, a higher vocational demonstration college in Shandong Province, a high-quality college in Shandong Province and a brand college in Qingdao.

Ⅱ.Fostering virtue through education, cultivation of the port and shipping industry, building a unique model for educating people with port and shipping characteristics

QHVTC adheres to the road of educating people with port and shipping characteristics, systematically promotes the integration of advanced deeds and port culture concepts of “Zhenchao Spirit” and “Liangang Innovation Team” into teaching, puts forward a new concept of cultivation education of “cultivating modern rational professionals”, creates a “three-classroom and modular” cultivation education curriculum system, and cultivates students’ excellent obedience consciousness, willpower and working style through “institutionalization of one-day life, militarization of students’ actions, standardization of teaching order and group extracurricular activities". Graduates have won a good reputation from employers as “getting down primary-level, retainable and doing well". The employment rate of graduates and enterprise satisfaction have remained above 98% all the year round, and they are known as the "Whampoa Military Academy" of port workers.

QHVTC promotes the classroom revolution and implements the "four-in-one" education mode of authenticity of technological process, on-site practical teaching, enterprise teaching management and comprehensive training projects. Build a “dry port” on campus, and introduce frontier heavy wharf equipment like rubber-tyred container gantry cranes and portal cranes into the campus, move central control equipment like tally site central control system and commercial vehicle intelligent transfer AGV system into the classroom, and bring 12 world-first technologies such as automated wharf "hydrogen + 5G" and AGV cycle charging developed by "Liangang Innovation Team" into the teaching process, so as to realize zero distance between teaching content and wharf business.

Shandong Port and QHVTC jointly formulated the Administrative Measures for the Construction of Double-qualified Teachers, appointed 179 model figures and Great Country Craftsman as visiting professors and industrial professors. Shandong Port and QHVTC jointly built 45 practice mobile stations for teachers and enterprises. More than 90% of the full-time teachers majoring in port and shipping in the college have experience in front-line work in the port. In recent years, QHVTC has exchanged positions with more than 100 cadres in Shandong Port.

Focusing on the development needs of intelligent, green, low-carbon and efficient port and shipping industry, QHVTC aims to build a “first-class supply chain comprehensive service system relying on ports”, focuses on the new productivity of ports and shipping, speeds up the construction of "digitalization + specialty", and has built ten specialty groups of 42 majors, including Port Machinery and Mechatronics, Port and Shipping Business Management, Navigation Technology and Digital Commerce, etc. In accordance with the idea of “building an institute by specialty groups”, QHVTC has set up 7 secondary institutes, including Institute of Smart Ports, Institute of Modern Navigation, Institute of Port and Shipping Logistics, Institute of Emergency Management, Institute of International Business, Institute of Artificial Intelligence, and Institute of Smart Manufacturing. Focusing on the transformation and upgrading of emerging industrial clusters like new generation information technology and high-end equipment, QHVTC accelerated the reform of "marketability + adaptability", added 11 new majors in emergency rescue technology, oil and gas storage and transportation technology, safety technology management, etc., which are urgently needed by the industry and are in short supply, and formed the pattern of professional construction of "lay equal stress on port and shipping and water and land develop simultaneously ",which is supported by port-related and sea-related majors and is oriented to the port and shipping and related industries.

Adapting to the development trend of intelligence, greening and digitization in the port and shipping industry, actively builds a science and technology innovation service system. It gives full play to the advantages of the high-end R&D platforms of the National “R&D center of Transportation Industry of Automated Terminal Technology” and “National Engineering Research Center for Water Transport Safety”, gathering scientific and technological innovation resources and empowering the scientific and technological progress of ports. According to the mode of “industry+profession”, it has built 15 physical industrial colleges with Rizhao Port, like Smart Port Industry College, and led the establishment of the National Port and Shipping Industry-Education Integration Community. Innovate talent introduction and training methods, and jointly build high-level technological innovation teams such as smart port construction and supply chain management. Relying on scientific and technological innovation platforms like Liangang Smart Port Collaborative Innovation Center, Shandong University Port Mechanical and Electrical Engineering Technology Research and Development Center, Shandong Universities Smart Port Application Technology Collaborative Innovation Center, etc., QHVTC have carried out scientific and technological research in enterprises, completed more than 130 technical transformation projects such as the optimization and transformation of 10,000-ton granary reserves, and obtained more than 190 national patents such as container tire crane power supply device and ore conveyor belt anti-tear device. QHVTC was awarded "the first batch of school-enterprise cooperation integrated school-running demonstration colleges in Shandong Province".

QHVTC actively expands its global vision and elaborately launches the high-end vocational training brand Shanhai U-Training. It aims at forging a world-class vocational training brand and builds a highland for cultivating port and shipping talents, accurately matches the enterprise strategy, port and shipping business and international market demand, and builds a "full-chain, multi-format" port and shipping training system mainly supported by port and shipping management business training, port and shipping skills appraisal and crew competency training. Innovatively implementing the "all-round, three-dimensional and closed-loop" training management mode, Shanhai U-Training has accurately docked with the business departments and directly affiliated units internally, served the integrated reform of Shandong port and the construction of the "Three Major Tasks", and carried out more than 800 key training programs, contributing to the power of vocational education and demonstrating the role of QHVTC with its vocational training. To serve the port and shipping system externally, Shanhai U-Training undertakes key training programs like the training course for Shandong Provincial Transportation Directors and the training course for Dangerous Goods Safety Manager of Shandong Provincial Department of Transportation, and provides hundreds of high-quality training services for many port and shipping enterprises and institutions, such as Guangzhou Port Group, Ningbo Zhoushan Port, and so on. Every year, QHVTC trains 50,000 employees for domestic and foreign port and regional enterprises, such as Shandong Port Group, China Foreign Affairs Corporation, Singapore Seamen's Union, etc., and cultivates more than 100,000 social seafarers.

Ⅴ.Join hands to go overseas, advance into the deep blue, and serve the national strategy of the Belt and Road Initiative

Shandong Port inherits the “Silk Road Spirit” and adheres to the two-way mutual assistance between the east and the west and the linkage between land and sea. QHVTC closely follows the overseas layout of Shandong Port, runs vocational education in combination with business development, joins hands with vocational education in various ports and sectors to go overseas, and works with partners and customers from all sides to contribute the wisdom of Shandong Port to the high-quality joint construction of the "Belt and Road". Relying on Shandong Port's overseas projects and friendly ports, we will unite with overseas universities of the same type, gather superior resources from all sides, innovatively carry out a new overseas school-running model of "domestic school-enterprise + overseas enterprise-school", and export Chinese characteristics and internationally leading port and shipping professional standards, curriculum standards, teaching resources and management and operation models.

QHVTC cooperated with Shandong Port Overseas Group to set up the "Guinea Port and Shipping Vocational Skills Training Center" to transport professional and skilled talents for the overseas layout of Shandong Port; Join hands with the Arab Institute of Science, Technology and Maritime Transport of Egypt to build the "Egyptian Port Vocational Skills Training Center of Excellence" to provide training services for port and shipping enterprises in North Africa and the Mediterranean region; Successfully hosted the modern port operation management training course of Tanzania Port Authority, and created a new model of vocational colleges "going overseas with enterprises".

Ⅵ.Development Vision

The Party Committee of QHVTC studied and implemented the spirit of the 20th National Congress of the Communist Party of China and important exposition on education, implemented the opinions of the Party Committee of Shandong Port Group on supporting the high-quality development of vocational education, bench marked the national "Double High-level Plan college" construction standards and the requirements of building a world-class harbor vocational and technical university, deepened the integration of production and education, science and education, promoted school-enterprise cooperation, and gave full play to the advantages of state-owned enterprises and distinctive characteristics of port and shipping schools.
